EU applying for pre-settled status

Hello,

My boyfriend has been living and moving between England and the EU for over 6 years. Unfortunately, we think he has broken the consecutive five years required for pre-settled status, since there were points when he left the UK for over 6 months. If he applies for pre-settled status, does he have the right as an EU to live freely within the UK? Can he work unlimited hours, or will he have restrictions of any kind?
