ILR and Gap

Hi all
My brother came to this country in Aug 1998. He was student when he came here and did HND and got workpermit and still is in workpermit visa. If he goes through the workpermit, he will get his ILR next year but he wants to apply in this august but there is a gap(???). While doing his HND, he went to Isle of Man for 9 months. When he left for Isle of Man, he had valid visa for UK and while he was in Isle of Man, he extended his from there and looks like same (Visa) and reads identical. He is worried if the clock has stopped when he left for Isle of Man because that is not regarded as Common Travel Area rather than UK. Is there any chance for him to succeed to apply on the basis of Long residence?
