Is it too late for ILR?

Asking for a friend, as he is too upset to handle situation himself (depression).
He came to the UK in 1995 from Lithuania, claimed asylum, was granted exceptional leave to remain (LTR) in August 2000 until August 2004. Then did nothing with his application, as by that time Lithuania joined E.U. Looks like, he has missed an opportunity to get ILR. Or is it not too late? Since 2004 he has lived in the UK, worked, claimed benefits, but there is no period of time, when he has worked continuously for 5 years (requirement for EEA route).
What is his next course of action? At present he is very depressed, on very low income and in temporary accommodation, provided by council, and being threatened with eviction as he can not provide proof of his immigration status.
