Buddy, I am not sure where you are getting this information from. If you use the online route, the process will not even allow you get past a certain question which is ' what is your spouse's EEA Nationality'. but if you are going to apply for Settled Status (ILR) you should use online system app NOT PAPER.
Because the UKVI has include Surinder Singh on new 29.03.2019 system as known by EU settlement Scheme.
GO to eligibility Who else should apply.... family member of British Citizen was in EEA countries.

You cannot use the online service to apply to the scheme if you’re not an EU, EEA or Swiss citizen and you’re applying as:
the family member of a British citizen you lived with in Switzerland or an EU or EEA country that is not the UK
the family member of a British citizen who also has EU, EEA or Swiss citizenship and who lived in the UK as an
EU, EEA or Swiss citizen before getting British citizenship
the primary carer of a British, EU, EEA or Swiss citizen
the child of an EU, EEA or Swiss citizen who used to live and work in the UK, and you’re in education - or you’re the child’s primary carer

This is correct. Surinder Singh cases CANNOT be made online. Instead should call home office and request a paper form to apply. Sarah is from Indonesia but was granted permanent residency in the UK under the Surinder Singh scheme, after her British husband spent time living in the EU.
The 38-year-old tried to apply on 18 March but faced the "problem with this service" message.
After contacting the Home Office she was sent a list of ways to fix the issue, but none of the solutions, such as using a different browser and clearing online cookies, worked.
Her case was eventually escalated to the Home Office technical department and she finally managed to submimt her application yesterday.
She told PoliticsHome the Settled Status process appears easier than applying for permanent residency, but that it was clearly “still suffering from teething problems”.
The Home Office told PoliticsHome people living in the UK under the Surinder Singh scheme could not apply during the final rollout of the second test phase.
But the department failed to make that clear in its guidance at the time, and failed to tell Sarah as she battled the technical issues with the online application.
The Key point in that article is that Sarah has already been granted PR under the EEA route, therefore she is able to apply online for settled status. Exactly. If you have PR you have flexibility to apply this scheme before Dec 2020. Same here too. I spoke to the resolution centre several times this week and it was all a waste of effort. At one time, I was told that my request has been escalated to their quality management team, and that someone from the management team would call me back within 2 working days. But alas, no call back! I then rang again, and demanded to speak to someone within the Surinder Singh team. I was passed to a guy who introduced himself as one of the quality management staff within the Surinder Singh team. The guy took my details and put me on hold to check my details, and then came back to advise that nothing has been sent out to me, and that he couldn't advise a time-frame when the form would be received. I asked why so much fuss over an ordinary form, and he explained that the team need to check and make sure that each person who requested paper application form is eligible to apply in the surinder singh category, hence why it is taking so long to send out the form to each requester. I believe the excuse provided by the guy is bullshit, and I found it unfathomable. My request for the paper application form was around 9.30am on 30th January when the scheme fully opened and I am sure I must have been one of the first 10 people who requested the form. Even staff from the resolution centre confirmed that I am among the first few people to have requested the form as soon as the scheme opened to the public. If therefore I am among the first 10 people to have requested the form, are you telling me that the surinder singh team have not been able to ascertain the eligibility of those first 10 people from their records within 2 weeks of the scheme opening? I believe you are correct, as I’ve said previously I think that the home office are giving EU citizens their settled status with no problem and with ease as I think we are coming up to another second referendum and as it’s a numbers game i think it’s possible the government and trying to secure more votes off the back of EU citizens, maybe I’m wrong who knows but like you say why were these forms not already created and released when the scheme opened. My wife had a chance to go and work in Singapore in May for a couple of weeks and we are left in limbo over this so called new form. Personally, I believe there is a hideous reason for this whole delay for surinder singhers.....there is definitely something the home office is not telling us. Firstly, guidance released towards the end of the piloting phases specifically mentioned that all categories, including surinder singhers will be able to submit their applications through the infamous online process. The only exception to this will be Zambrano cases, where a paper application is required and the scheme is not open to them till 1st May. There was nowhere in that initial guidance where it was mentioned that surinder singhers will also need to apply using a paper form. Then came the time when the scheme fully opened, look whats happened.......alas, even the paper application forms are not yet available after 2 weeks since the scheme started! I am inclined to believe this is a delay tactic on purpose, designed to exclude surinder singhers from the process, although whatever the motivation for it, I am not sure. I find it particularly out of character for a government body of such high repute as the Home Office, to promise applicants that an application form will be recieved wihin 10 working days, and then fail on that promise! Something just doesn't add up!
Hi Mufc69, did a staff of the home office purposely ring you to advise this or was this another wild guess by a home office staff when you rang them to make enquiries? Did you ask for a call back or Why did they ring you back to advise this info?
