IHS refund

Hello

My current Tier 2 visa expired in January 2020 (Still 9 months), I applied for new Tier 2 Visa and I payed again the IHS fees for a three years, means I payed twice for the period from (May 2019 unitl January 2020).

Should I ask for refund, because why should I pay twice for the same period.
