Residence Card as a family member of EEA National

Dear
i have applied residence card ( inside the uk) of my mom as a dependant family member of EEA national.
BUT home did not send us letter of invitation for Bio Matric ?
We applied on : 03.04.2019
Home email received on giving Case ID : on 17.04.19
Bio metric letter : still waiting
no progress yet.
