Rejected ntl application because wrong fee amount and didn't receive my money back from home office

Hi sir I have ilr visa on passport and I submit ntl application for transfer visa from passport to brp and I was waiting for response so I called after 3month and they said i will be receiving later for biomatric in two days and I received my application back and then I called to ask reason for rejected my application and he said It has been rejected coz fee amount i send by postal order is less than I told him that I sent two different postal order then he asked me to wait and check around and found second postal order which made amount then correct fee and first he said application form was for wrong service so do it again with new application form with correct amount and I ask how can you say that coz firstly fee was less and without checking properly you refused and me back then you said that you paid extra fees and now saying i used different types application form and I said please send my money ASAP so I can use it for new application coz my passport gonna expire soon and I have to pay for the passport renewal fee which I don't need anymore and he said we only pass post to main office and they will do everything and we can not tell anything about it and said that they will send you money back ASAP after charge 32 pounds from your money even if your application refused and we do not have any further information about it neither any contact details for inquiry. Rang again after few weeks and they said send us refused application and payment details receipt of postal order so we can inquiry properly and we can use the same form to Reconsideration your application and will use same money and extra cash will send you back
I did as he said coz nobody will think that official department like immigration and home office will do some thing wrong. But happened no i don't have any thing no reference to provide any avidence. My money and other documents gone but no one helping
Can they track my details by my name address, it is very easy but no one cares.
So please can anyone tell me what to do now. I have lost my passport which I sent them and expired long ago. Now I'm having trouble with renew my passport without old passport and can't apply brp or visa till then I am in real mess. I feel like suicide. Please help me with this matter I will be appreciated
