I was fined for driving on the bus lane back in October 2018, but I haven't received the penalty charge notice because of address changed. After one year, I received a letter from Equita enforcement Limited informing me about my penalty. I am not sure that is this letter from the court or not but, I paid immediately.
After submitting the Tier 2 extension application within UK and paying for the fee (However, biometric is not booked yet), I realized it might need to be mentioned under convictions and penalties, but not sure under which?

I have received different advice to write a cover letter. Some are saying to put a new application and pay the fee again.
Q4 - If I make a new application, what is the procedure to cancel the existing and refund?
