From Tier 2 to Turkish Worker Visa - 3C condition

Hi,

I will have been working for 3 years now with General Tier 2 visa in the UK for a university on 17th January 2020. My Tier2 visa ends on 3rd February 2020.

There has been attempts by the university for extension of my contract from an another financial source - but obviously since I am Non-EU and Non-UK (Turkish) they had to advertise this position and now I am waiting for the decision of my application - which I have a strong likelihood of getting the job according to HR and my line manager.

The application deadline for the post is 12th January 2020, and my worry is that the process for interviews and CoS (certificate of sponsorship) will take time and I do not know if I should leave UK before my visa expires on February 3rd. Because, getting an appointment for tier 2 application might also take some time.

Now, I have found this Turkish Worker Visa scheme - which allows me to apply for up to 2 years of permission to work for the same employer (university). But If I apply for this Turkish Visa scheme around 10th of January 2020, the quickest decision will be made in 8 weeks as I have checked it with our visa correspondent. And I will have no visa or passport to continue the employment process with my new role.

My question is:

Can I start new role at the same employer (the same university) even though I will have my passport somewhere at Home Office and without visa (the only one I will have is the one until 3rd Feb 2020)? I do not know if they also want me to give the BRP for Turkish Worker visa application but it in any case the current visa allows me to work until 3rd February 2020.

Can I start to my new role under "Leave extended by section 3C" of the Immigration Act until a decision is made for my Turkish Worker Visa?

Are my Tier2 visa rights continue until I get a decision from my Turkish Worker visa application?
