RQF Clarification for Tier 2 General

Hello,

I am looking for some advice regarding the following points -

1. Graphic design SOC Code 3421 is at RQF Level 3 - is this job applicable for Tier 2 General employer sponsored visa? This job is currently under the Shortage Occupation list. Does the RQF level still matter?

2. RQF levels- are they decided only by the job type or do they consider Education degrees?
For eg- A BA Hons is a degree level course, would this have any weightage in deciding the overall RQF level for the Tier2 General work visa application?

3. If an organisation conducts the RLMT, do the job RQF level still matter?

If someone could answer these questions, that would be greatly appreciated.
