Regarding Eligibility and academic progression

I'm Teja I am planning for masters in business management. in the UK
after 12th I joined for another course but not able to complete after 2 years I joined for BCom.
I completed my bachelor's in commerce through distance mode with 58% and masters in commerce specialisation in accounting and finance from Mumbai university full time with 75%. whether I'm eligible for admission but many are saying that it is an academic progression but I also studied the immigration law it states that academic progression is exempt for students applying from overseas and another thing is the same level which means masters in commerce and masters in business management which combines to archive my future goals. is also an exception whether it is right. What are the chances of getting admission

As you say, academic progression is not relevant to an application made overseas. if that is the only reason given for not sponsoring you for a Tier 4 visa, that does not make sense.

If a university will not sponsor you, that must be because they have doubts about your academic suitability or commitment to the course (which is a decision for Admissions) or because they have a concern about your credibility for the Tier 4 application (which is a decision for the immigration compliance person).
