Who can sign the MN1 parents consent form for Child application?

Hi,

I am filling a MN1 Form online for a friend's child who is under 2 years old. On the third page of the downloaded parents consent form, where the child consents to the application by entering the name and the signature, who should sign in this box as the child is below 2 years old? should this be left blank or either of the parents should sign?
