EUSS settlement CoA not received since February 2020

Hi all

Few questions I have based on EU settlement scheme for pre-settlement...

My wife and kids are EU national with presettlement since February 2020. However, after getting pre-settled status we left UK in February and been out of UK ever since.

1. I had also applied for pre-settlement in February 2020 and ever since my application date, I submitted my biometrics as well within that week. But as of today, end of July, I have still not received my CoA nor any status outcome yet. Since my wife and child have been out of UK for more than 6 months, they intend to enter UK in October 2020 to apply for pre settlement again to start their 5 years again as per continuous residence.
Since my application is based on my wife's February 2020 application, if my wife does re-apply in October 2020 again and I receive my presettlement finally in say September 2020, meaning my 5 years start from September 2020, will my wife's fresh application for pre-settlment have any effect on my pre-settlement application?
Or if I receive my pre-settlement in September mean I would have to re-apply myself in October again if my wife, who is the primary EU national, reapplied for a new presettlement?

2. My second question is I am currently a non-EU Indian spouse of an EU national. I have applied for pre-settlement as an Indian close family member assuming I finally get my CoA and outcome presettlement in September.
However, in 2021, I will be eligible for Portugal citizenship based on spouse nationality. If I do get the Portugal citizenship, I would have to renounce my Indian passport as there is no dual nationality allowed. Hence, will my pre-settlement with my Indian passport still be valid with my new EU passport? I understand I will have to submit my new passport by post but my question is if it is allowed to get pre-settled in one nationality and then change nationality due to Indian laws but still have a valid 5 year pre-settlement after gaining a new EU passport? What does the law say for pre-settled persons changing citizenship in between 5 years of the presettlement period after 2021?
