adding surname to uk brp

I am on tier 2 general visa. I have added surname in my wife's indian passport. Now I want to add surname to her UK BRP. I am preparing change of detail BRP application. the application asked me to provide marriage certificate showing new name which is not possible. alternative document advised is change of name Deed. On the government website https://www.gov.uk/change-name-deed-poll, it says I cannot change name using deed poll because we are not presently permanent resident of UK. I am confused now on how to proceed with this matter. please advise.
