Help me, confusing situation

Hey
I'm new and this is my first post here.
one of my relative have a problem.
he applied for student visa and his application had rejected and then he appealed and now they accpet the appeal and UK is ready to grant visa for him.
the problem is this:
in Iran military service is obligation and when you reach at the age of 18 you cannot get passport so you cannot go abroad .
when he applied for visa he was under the age of 18 and he was in iran.
but before he became 18 years old he left the country and he went to Malysia and if he come back now he cannot leave Iran anymore until he do the military service.
and now the british council in iran called his mother and told her that for granting visa he should come to british council in tehran.
and now we wanna know is there any way to do these tasks in Malaysia instead of iran?
I mean, is it possible to transfer the remaining process to one of the british council in Malaysia ?
or...
I don't know any suggestion????

I googled "Iran military service", and found a website which says this:

"postponement and exemption

Postponement is possible for students. Students must be available for military service as soon as they have completed their studies. [7]

Students who continue their studies abroad and who pay their own expenses are exempted. PhDs and men with BAs who left Iran before March 1990 may get exempted on paying a fee of USD 16,600,-. [8]"

So it looks like your relative can either postpone his service or is even exempt, if he's paying the course himself. He should go back to Iran as soon as possible. If he thinks he can get the visa in Malaysia, he should try asking the British High Commission in Kuala Lumpur, but I bet they say no. One of the conditions applying to students is that they are expected to return to their own country on completion of their studies. If someone shows himself unwilling to return to his country even before he starts, the ECO could well refuse to issue.

thax 4 the reply.
I know about the postponing.for postponing he should pay government 16k US dollars and when he came back they will pay the money back to him but 16000 $ is a big money here. in iran this money is equal to the income of 2 years working as an engineer.and I think he cannot pay it.

the reason why he went to Malaysia is because Malaysia is one of the 3 countries in whole world which iranian ppl don't need to get visa for this country.when UK rejected the application he went there for study but of course he prefer uk to Malaysia .

and about coming back to iran, if he go to uk and study there he will come back 100% .he can be exempted because on that time his father will be 60 years old and there is a rule for it and he can be exempted so he can come back iran with no problem.
