Nothing is in place yet. The info is an upfront indication of the direction that UKBA will be going, nothing more.

What it will amount to is that the sponsor may / will be liable for the costs incurred if the applicant does not return. There have been a number of ways suggested to how this can be achieved from up front bonds to fines for the sponsor. All still in the mixing pot.

Once the Government has worked out how not to do it properly it will be brought into being.
