Hi,

At the time of applying Tier 4 Visa whether I have to submit my work experience letter at VFS.

I have 6 years work experience as a Software developer.

In some countries, visa advisory services or VFS itself ask candidates to provide maximum documentation related to previous work/education history for Tier 4 application. That can convince the visa officer that the interest in study programme is genuine and relates to previous study/work. Happens in Egypt, probably it's similar in India.

OP - work experience letter isn't mandatory but if you have something like an experience certificate from your past employer, you can put it in your application file along with your degrees. During the visa interview, the visa officer may or may not ask about your past job experience.

If a past experience letter is explicitly mentioned in the list of required documents (since some fellowships/scholarships/programme admissions are based on work experience), then you must submit it with your application. If not, then it won't be a bottleneck if your other papers are in order. Make sure that your financial statements, degree transcripts and documents, university paperwork etc. along with everything else is submitted. If the visa officer is not satisfied with your authenticity/good intentions as an international student, then it will affect the visa decision. I would also suggest calling the local VFS office and confirming.
