Switching to Tier-2 from Tier-4 dependent with same company (QA tester) before 1st January 2021

Currently My wife is working as QA tester (from last 2 months) and we have visa (Tier-4 student visa for me and Tier-4 dependent for my wife) till May 2024 (started from Feb 2020)

My questions are

1) Can Tier-4 dependent shift to tier-2 general visa in Software engineering related job WITHOUT labour market test(LMT) as it comes in shortage occupation list as mentioned in [1]

2) Also, since my wife is currently working full-time in company which has tier-2 sponsor licence, if she switches to tier-2 within the same company, will it somehow have different procedure than normal switch from tier-4 to tier-2 (easier/difficult)?

So, should she wait till 1st jaunary 2021 when LMT requirement be removed or can apply before as well?
