university fees for pbs dependent

Hi, My son is studying in UK since 2014 and will start going to university from 2022. He will continue to be on PBS dependent visa while taking admission to university course. I wanted to know if he will be considered on par with other international students who come via Tier 4 visa route and will have to pay higher fees or will he be considered as other british students.
