NRPF change of condition application

Afternoon guys!

I have completed fee waive application me and my family are on FLR (leave to remain) 10 year route and are applying for extension end of this month. I completed Fee waiver application and have submitted it. For 9 years we have been on NRPF (No recourse to public funds) but now our condition have changed mainly because of the lockdown Covid19 situation. When I apply for this "Application for change of conditions of leave to allow access to public funds because your circumstances have changed". The message says "You already have another application open in your browser. You can only work on one application at a time."
I have submitted fee waiver application which is different to this one does that mean I cannot submit it?
The form is exactly the same can I not request them to look into this change of condition NRPF application as I am sending all the supported documents.
