ILR application and unlawful conduct

Can anyone tell me the precise definition of unlawful conduct which will cause a ILR application to be denied? Shortly after I moved to the country I was caught traveling on the London Underground on an invalid travel card. I remember having to pay a large fine (120GBP) or go to court. I think by paying the fine, however, I admitted guilt and may have a criminal record. Confused.

It would be easier to indicate the unlawful conduct you have in mind.
