10 year rule on immigration offences and naturalisation

Hello,

This is my first post but I have been following these boards for years and have greatly appreciated the advice of members. To cut a very long story short, my husband (Algerian) has finally been given ILR last week. He is married to a British Citizen (me) and has a British child who is 9. He would like to apply for naturalisation; am I right in thinking that the rules have changed and he can no longer apply if he has been in breach of immigration rules in the last 10 years? He came to the UK legally in 2004 (on a 6 month tourist visa and overstayed) and only regularised his stay in 2013. So, he could apply to naturalise in 2023?
