uk visit visa single parent and only child

Hi can you someone help if we can apply for a 5 years visa for single parent, he came to uk 3 times in the past and stayed for 6 months each time. Last visit was is 2015.

Also can someone else pay for the visa fees as his card is getting refused by the bank is that ok..?
