My Friend is qualifying for Undocumented Ireland Scheme

one of my friend he used to live in ireland but he moved to uk about 4 years ago, now ireland open route for those who are undocumentd, my friend got few documents from irland like health card expired in 2016 refugee card which is expired also in 2016 the only valid card he got is public service card which is valid till may 2022. my question is he can apply for undocumented status? if yes he is in uk he need to go back to ireland? if someone got any idea what he need to do that would be really appreciated.

He needs to provide at least one document each year with his address (so not a PSC even) to prove he was residing in Ireland. He also needs to actually stay in Ireland for last few years. I doubt he'll manage to prove he was there for enough time since he actually wasn't.
