Query on ILR application

Dear mentors - one of my friend's visa is expiring on 22nd Juy 2023 and as per the rules he can apply 28 days before that i.e somewhere around Jun24th 2023 .
Is it allowed for them apply for ILR from India when its near ?
If above isnt possible, can they apply for ILR in UK and visit India and submit biometrics to any UK authorised agencies ( dont know if they exist)?

Based on my experience it is not possible ( due to visa becoming void after exiting the country) and wanted to be sure ,hence checking with mentors on this rather than going on with my assumptions

ILR is an in country application to be made while inside UK.
If said friend travels while application in process it will be taken at application withdrawn.
There is no such centre that I am aware of.

It is not possible to normally settle outside the UK. You must apply in the UK
Indefinite leave to enter (ILE) visa is issued only in certain circumstances e.g a child wanting to join settled parents.
