Does Spain recognize directive 2003/109/EC?

Does Spain recognize directive 2003/109/EC?

Hi all.
I am a non-EU national with permanent residence from EU Member State (Bulgaria) and currently living there of course.
I would like to move permanently to Spain but before waiting for my citizenship (few more years to wait). Directive 109 covers these cases of non-EU nationals with PR in one EU country moving to another one. Of course I would be happy with a temporary residence (I guess 1yr) in Spain for a start. I read on the internet that all EU members except Denmark are bound by this directive however it also said Spain was one of the countries taking it really slow to implement it (even getting a reaction from the EU for that).
To take things one step further, I even contacted a Spanish law company with this question and after checking with national laws (or at least claiming they did) they said directive 109 can not be used in Spain. That is completely opposite to the claim all countries except Denmark are bound by it.
Did I just choose a bad lawyer? Do I have any chance to get at least 1yr temp residence with the right to work based on my PR in another EU country?
If someone has any experience or knowledge about this I would be extremely grateful if they share it. Or a lawyer that can help?

Would be wary of moving to Spain, even if you get around the legalities.
There's no work for foreigners there at the moment, with non-Spanish
being booted out of jobs and being replaced with Spanish workers. Even the olive harvest in Andulicia was carried out by Spanish pickers...traditionally harvested by foreigners. An emergency aid centre was set up to feed the non-Spanish who had turned up to work with nothing available for them. Desperate times there.

well said and all right ....the crisis in spain is afecting everyone ...big time

Not only Denmark; the UK has also opted out of the directive.

I would find another lawyer, or go to a Spanish immigration board and ask there (unfortunately I don't have any websites in mind).
