Afghan refugee living in turkey

My sister lives in Germany, she recently got visa for Germany from Afghanistan, she was basically evacuated from Afghanistan by Germany, my mother got turkey refugee visa and now living in turkey by herself.

question is can I apply German visa as a dependent for my mother? Is it going to be a easier option as Applying for U.K. dependent or visit visa is impossible as she is refugee visa in turkey.
