Passport - person does not meet criteria to confirm identity

Reaching my wits end with HMPO. They have now rejected two different people who confirmed my child's identity. We have a total of 4 applications: Person A (a minister) confirmed all 4 applications. Of those, 1 was approved, 2 were rejected (both children) and 1 is still in process. Person B (a teacher) confirmed the two children's identities yesterday, and just this morning they approved a passport for one child but rejected the other as "the person you chose to confirm your identity does not meet the criteria".

Both referees have known all of us for over two years, are UK citizens, and are on the approved list of professions. I can continue begging British citizens I know to confirm our identities, but at some point HMPO should sort themselves out. Does anyone have any advice here??

You just have to give to Caesar what belongs to Caesar. You're almost there, just need to dig a bit deeper.

Thanks, it seems that way... this process isn't for introverts, I'm running out of British people I can ask! :D

For those wondering, HMPO simply will not reconsider a referee. I've called and emailed, they have no explanation but say the decision is final.
