I'm looking for an advice about naturalisation application.

One of my referees is a "director, manager or personnel officer of a VAT registered company", however the company is VAT registered in EU, not UK. Would that work? In the referees' guidance they say the VAT is checked via gov.uk website

You're applying for UK citizenship, not some EU country. How do you plan for your VAT registered director to be vetted.
Your application would pend for 2 years on the minimum.

It has to be a UK company.
