'PBS - Partner visa' Application Decision Not Received in more than 5 months!

'PBS - Partner visa' Application Decision Not Received in more than 5 months!

My friend is in the UK on a Skilled Worker Visa. He lodged his wife's Skilled Worker Dependent file on 30th January 2023. Below is the timeline of the events that happened with the application.
  • 03 February 2023: Biometric
  • 18 February 2023: PCC Certificate Requested by UKVI
  • 06 March 2023: PCC Certificate Submitted
  • 31 March 2023: Follow-up made via email
  • 31 March 2023: Via Email She was asked to wait for 5 days
  • 04 April 2023: Via Email; her case has been escalated to the relevant and she will be contacted witin 15 days
  • 25 April 2023: Follow-up made via email explaining the entire situation
  • 27 April 2023: Via Email; her application is being considered and is currently awaiting a decision
  • Today (12 June 2023): Today they sent an update saying they wouldn’t be able to conclude your application in SLA. Her application is still under consideration at this time. They are continuing to actively work on the application and will make a decision as soon as possible.
Quetion 1: Why is it taking so long for them to conclude her application?
Question 2: Should the couple wait for the decision or cancel this application and resubmit a fresh one?
Question 3: If they cancel this one and resubmit a fresh one, what effect this application would have on the new one?

Quetion 1: Why is it taking so long for them to conclude her application? Because checks are ongoing.
Question 2: Should the couple wait for the decision or cancel this application and resubmit a fresh one? Cancelling at this juncture would be a very unwise thing to do. Whatever gave you the impression that the next one would go any faster. She'd go back to the end of the queue.
Question 3: If they cancel this one and resubmit a fresh one, what effect this application would have on the new one? I'm sure she wouldn't want to find out the answer to that.
No sin in failing, you just have to try and try again!

What is your friend's past immigration history in the UK? What is their spouse's past history in the UK? Have either of them been married before and/or are they married to other people at the moment?

Keep in mind that their entire immigration history in the UK will be considered along with their current application.
