Overstayed visa in USA

Hi.
If a person seeking Naturalization in Ireland previously overstayed a visa in the USA (i.e. broke the visa rules), is this a problem when attempting to gain Irish Naturalization?

And what if they find out?) That could count as deception, as 11.1 states:

11.1 Have you ever committed any
offences against the laws of Ireland or any
overseas country?

And 11.11 states:

11.11 Have you ever engaged in any other
activities that might indicate that you may
not be considered a person of good
character?,

I wound't take the risk of lying on an application.
