I will leave it to others to advise if he can switch within the UK (I think he can, but I am not certain).
However, the crucial thing to remember is that if he switches from a dependent visa to a Skilled Worker visa, his ILR clock will reset to zero and he will only be eligible to apply for ILR after five years on that visa.
Likewise, if you switch over to being his dependent, the ILR clock would reset to zero and you would need to spend five years on a dependent visa to qualify for ILR.
For ILR, you need to remain on either the same or similar visa for five years, or 10 years on a mixture of different types of visas.
