Is my civil partner a 'non-applying dependent'?

I've just passed my 1 year with ILR. My civil partner is a PBS dependent on my ILR/Settlement visa. She is not eligible to apply for British Citizenship at this time, so I would assume I should put 'Yes' to this question (even though she is not financially dependent on me).

Is that correct?

Yes - a dependent in terms of her visa.
