Pharmacist license transfer from UK to Ireland. (PSI)

I'm trying to transfer my license from the UK to Ireland, but they require a Statuatory declaration which:
"The statutory declaration form must be witnessed in Ireland by a Notary Public or a Commissioner for Oaths or a Peace Commissioner or a Practising Solicitor for it to be valid. Alternatively, if the Irish embassy where you currently reside provides this service (please check in advance of making an appointment) it may be made outside the State before a diplomatic or consular official of Ireland pursuant to the diplomatic and Consular Officers (Provisions of Services) Act 1993. However, prior to attending this appointment, we have been informed by the Irish Department of Foreign Affairs that your passport will need to be apostilled or authenticated."
But after calling all consulates and embassies in the UK I found out NONE of them offer this service. What should I do?

It states they want a witness who is in Ireland - so you’ll need to travel to Ireland and meet with solicitor or peace commissioner etc who is in Ireland, no?

It seams a little absurd to have to fly to Ireland just to a signature before I even start the transfer of accreditation process, no?

UK is a third country, same as Brazil/India/etc, so standards seems to be the same - a person has to perform necessary action for Irish authorities. Those are the rules, we don't set them.

Alternatively, you can try to reach out to embassies in France/etc to see if they offer such service.
