Earliest ILR Application submission date

I am trying to find out when can I move ahead of the Declaration button on the ILR application site Pay for my application and book my Biometric appointment. My Wife was in UK on her own Tier 2 Gen visa. In year 2019 she switched to Dependent visa her BRP shows the start date of 10th April 2019 and her current BRP end date is 15th April 2024. I want to understand what date we can move ahead of the Declaration step considering SET(M) visa started on 10th April.

The earliest date of ILR eligibility is 10th April 2024 minus 28 days. The date of application does not really matter as long as the date of the ILR decision lands on this date or afterwards.
