If refused on wrong IELTS reference... plus no refusal letter

I have got my passport back from VFS but have got no refusal letter? I am assuming I have been refused on putting down the wrong IELTS reference number on the application form. Is there anything I do can here bar apply again? I can't believe they didn't contact me just to clarify what the number was!

Also I paid the 5 day service. It is over the 5 days now and I have had no letter one way or the other. Can I apply for the refund for the priority service?

Oh and does the IHS get refunded in these cases or do I just put the reference on the form when I apply again?

I assumed wrong! I was approved. I have to go the VAC to get the vignette
