IGS to Tier 1(General)

I am new member to this forum and this is my first posting.

I am currently in IGS visa status. My HSMP entry clearance appeal, which was on going from Sep 07, was allowed from AIT UK, in Sep 08. Subsequently, as per the requirement, I also got the reprint of my HSMP approval letter from Work Permits, UK in Nov 08.

I received a letter from BHC,Chennai(India) on 12th Jan 09 confirming the allowed appeal and told to come to India for entry clearance. However, they told me to liaise with HO for Tier 1(general) visa.

I tried calling HO few times but no 1 picked up the call. I read in the ukbia website that there is an option for switching over to tier 1 general with valid hsmp approval letter under transitional arrangements.

Can i still switch over under transitional arrangements or need to go to India for entry clearance?

Please help.
