Indian eVisa and surrender certificate query

Is a surrender certificate mandatory for applying eVisa to India ?

Suppose you have received the British passport and have the payment receipt for passport surrender is that not sufficient? It's been 3 weeks and I've still not received the surrender certificate, not sure how long that takes but surely we should be able to travel on British passport now?
