Ukraine Extension Scheme

My friend a Ukrainian national and currently in the UK on a valid visitor visa. She also had permission to be in the UK between 18 March 2022 and 16 November 2023 with Visitor visa. She would like to extend her stay in the UK under the Ukrainian Extension Scheme if possible. However, She has been living in another country for the past few years and have not been physically present in Ukraine during that time. We would be grateful if you could advise on whether she is eligible to apply for the Ukrainian Extension Scheme under these circumstances(despite not having lived in Ukraine for the past few years.). Is there are any additional requirements or documents she needs to provide?

There is nothing in the general eligibility section that suggests she could not apply.
