IHS PAYMENT ATTEMPTS EXCEEDED LIMIT

I received an email from IHS indicating that I needed to make a top up for my immigration health surcharge. My two visa cards have enough money for the transaction but they got declined until I reached limit (declined 5 times).
I tried completing a new visa application form but I am being charged the full IHS amount. Is there any way I can get the link to be resent or sny way I can pay the top up amount.

Another question is that the deadline is 5 May 2024. If I happen to get the link after the payment deadline will my visa application be processed or it would have been cancelled.
