I need advice on switching routes

Hi, I am not sure if this is the right place to post but I would like to know if one can ILR when they switch route.

My cousin was on 10years route under his partner as they did not meet the Financial part of the application. After 2 years and 6 months, he renewed his visa and moved to 5 years. He has renewed the second time under the 5 years route and he is wondering if he can now apply for his ILR as he has completed 6 years on both routes or if he has to wait to complete 5 years on the 5 years route before he can apply for his ILR?

Please advice. Thank you
