Hi my skill worker BRP date start from 28 January 2020, can I apply for ILR on 31st December 2024 or 1st January 2025 as 28 days before ILR can be submitted. also super priority available at the moment?

The date you apply is not that important.
You need to ensure that your ILR decision date is within 28 days of completing your 5 years.

Super priority is available but its availability could be limited.
