1- if bills are in a spouse name, is it possible to use them?
you cannot use the bills in your spouse name when applying for yourself.
2- is waste bills considered a utility bill?
Yes, you can use. Please see the list of the documents accepted.

Household bills such as for gas, electricity and water, home phone, bin collection, TV licence, cable or satellite TV subscriptions
Letters from the tenancy board or a hospital to attend a clinic or health screening check
Official correspondence from local or national government about local property tax or social welfare payments.
3- for children under 18, who are not born in Ireland. I have to wait to get the Irish citizenship to apply for them or is there a way for them to apply in the same time.
for Minors under 18, one of the parent has to be naturalised before applying for the minor.
