No. UK and Jersey have separate immigration systems, it is just that Jersey happens to often align its immigration system with the UK rules. There is no conversion of visas. Most likely, The UK has 4 countries in it, and Jersey isn't one of them.
If she can be granted a visa under where the appendix continuous residence applies (like a skilled work visa, etc), then she can count her time in Jersey towards her ILR as per paragraph CR 2.4. Unfortunately, under the family route, appendix continuous residence does not apply.
