Procator Fiscal fine more than 10 years old

In 2014, I received a fiscal fine for shoplifting, and now, in a year, I am eligible for ILR. Since 2014, I have stayed outside the UK and come back to the UK twice (due to redundancy). I did not mention my fiscal fine while applying for the skilled worker visa in 2017, based on the fact that the fiscal fine was more than two years old, and my UK police record didn't show anything "NO TRACE."
Since then, I have changed three companies, and I didn't mention the fiscal fine on any of the skilled worker visa applications.
Now I am about to apply for ILR and thereafter naturalisation, and my concerns are;
1. I have seen many people with fiscal fines over 2 years old, and in some cases, 1 year old. They didn't mention the fiscal fine but managed to get ILR. However, I am not sure whether those people declared while applying for citizenship.
2. As I did not mention the fiscal fine on my previous application (including the current), do you think that mentioning it in my ILR application can cause an issue?

Just declare it in your ILR application. It should not have any effect on your ILR at all
