Tier 1- Urgent help

Hi

Is it correct to enter the HSMP approval letter ref. no under Q.B13.PBS migrant ref.no in Tier 1 general (main) application form or should it be underr Q.B10. Home office ref. no.

One of my friend said as the approval letter is issued by the HO, it shouldn't make any difference to fill either of the 2 questions.

Can any one please guide me which is correct?
