Can a EEA national claim CB & WTC nextday after arriving

I am planning to arrive UK from Slovak in April with my twins and noneea partner and would like to start my own business for which I have already registered myself with HMRC..

My partner have 6 months FP visa and he will be starting his job once he is in UK.

on arriving UK We will then apply for residence sending the EEA form ( I am still not sure which form though EEA1 or EEA or Both).

Can I claim for Child benefit and WTC once I arrive in UK or is there any time limit or conditions?

(we both were working in Slovak, Now quit as we are moving UK)
