ROMANIA..CAN Non EU Student get a spouse visa

Hi My name is Shanaya an Indian Citizen.My husband ( Indian Citizen)came to Romania for his PG in Plastic Surgery on Students visa.he applied for family reunion immediately for me and it got rejected.So i came here on a students visa.However his course is for 6 years and we cant pay fees for 2 people.Can he apply for a Spouse visa for me as a Student?I have already found a job here and have a temporary work contract valid till April 09.So i can support myself financially.Is There any solution for me to stay here for 6 years without studying with my husband??
