Student visa after TWES

Hi..

I want to know if a person who is on TWES goes back to home country can he apply for a student visa from there?

The person is an ACCA and was on TWES work permit in UK for almost three year, now normally you have to spend a period of two years outside UK if you have a TWES workpermit. Now he got admission in CFA which is a further qualification in the field of ACCA. Is there some information available regarding such cases. Please help.
