Immigration help needed

Hi there

I have a problem at the moment that I can't sort out

I am engaged to a girl from a European but NON-EU country. I want her to come and live with me in England, but I really don't know which visa to apply for.

She would like to study here, but i'm not sure that will be possible immediately, as she will have to pay international student fees of over £6000 per annum.

The reason we are engaged is so that we can be together in the UK, otherwise we probably wouldn't want to get married yet.

So i'm wondering what the best way to go is, would it be better to get married in the UK or the country that she is in?. I would like her to visit on a tourist visa first initially, but maybe if she doesn't mention me in the tourist visa, and then goes on to apply for marriage visa and mentions me there will be a problem?

I understand that one option would be for us to get married 'over there' and she can come to the UK on a spouse visa, which would entail only one visa application.

Is it also true that students cannot qualify for Uk student rates until they have been resident in the UK for 3 years?!

Any help greatly appreciated.
